Community Gateway Model

What is the Gateway Model?



The objective of the Community Gateway Model is the provision of opportunities to influence Community Gateway Association.

This approach allows members to influence the organisation as a whole and for activity at a local level.

Structurally this is aimed at giving tenants the maximum involvement in the strategic and operational management of the organisation. This is called the twin track approach.

The CGA Duel Strand


The first track sees tenants, through our membership, having a place at the heart of the associations decision-making, not just being asked to ok a policy or procedure written by staff but working on them from the blank piece of paper.

The second track sees the Community Gateway Association supporting local communities in identifying and addressing what are the key issues in their area, whether thats something that the association is directly responsible for like repairs or fencing and security, or something wider than just housing issues like anti social behaviour or the local environment.

We have a membership, like other housing associations but the difference to the vast majority is that our membership is exclusively for tenants and leaseholders, no council membership, no independant membership.


Our Gateway Tenants Committee is the major sub-committee of the association and the Board. It is elected from the membership in a method aimed at providing the widest possible representation from our estates. Their meetings take place prior to every Board meeting so that they can consider the same issues that the Board are about to.
