A park in a Preston estate
The Community Gateway Association (CGA) wants residents to feel safe in their homes and neighbourhoods, and be proud of where they live.

The CGA works with residents in each Local Community Area to make sure regular estate inspections are carried out. That way, any problems such as graffiti, abandoned vehicles and rubbish dumping can be dealt with, and the quality of estate services can be checked. Find out when your estate walkabout is happening here. The CGA also employs a team of caretaking staff, called Community Assistants, who help to keep neighbourhoods clean, safe and tidy.

The rest of this section explains how residents can deal with any problems affecting their neighbourhoods.


Abandoned vehicles


Untaxed or dangerous vehicles should not be left on any CGA land, including grass verges, estate roads or communal parking areas.
Residents can report abandoned vehicles to our Local community services team.

Abandoned properties


From time to time, a tenant may leave their home without letting the CGA know.
Residents who suspect that a CGA tenancy has been abandoned should contact our Local community services team.

Vandalism and graffiti


All tenants pay for vandalism and graffiti. The cost of repairing vandalism and removing graffiti is met from the rent money the CGA collects.
Any resident who sees vandals at work should contact the Police or our Local community services team immediately. Any information given will be treated in confidence. People reporting vandalism don't have to give their name and address if they don't want to.

Gardens


CGA tenants are expected to keep their garden, including any hedges, neat and tidy, In line with their tenancy agreement
If a tenant's garden becomes overgrown when they could have reasonably maintained it, the CGA may clear it and charge the tenant for the work.
If a Tenant repeatedly fails to keep their garden in a reasonable condition CGA may be forced to take legal action. To find out what is an acceptable standard for a CGA garden please see our Garden Standards leaflet.
The CGA aims to support elderly, disabled or vulnerable tenants who find it hard to maintain their gardens. To find out more about our concessionary gardening scheme or if you need any help in keeping your garden up to required standards please contact our Local community services team.

Grounds maintenance


The CGA regularly maintains all communal land in its ownership, including grassed areas and shrub beds. The grounds maintenance contractors collect litter from these areas, cut grass and prune the shrubbery.
If a resident has any concerns about the standards of grounds maintenance, they should contact our Local community services team.

Parking and garages


The CGA expects tenants with a car to respect their neighbours and park in a suitable place.
Tenants may only park a motor vehicle within the boundary of their home if they have a properly-constructed driveway and dropped kerb. If a tenant doesn't have a driveway and wants to install one, they must ask the CGA for written permission before starting work. They must also arrange for Preston City Council to construct a 'dropped crossing' outside their home, so that they can legally drive across the footpath. (There is a charge for this work.)

Rubbish dumping


CGA tenants must not dump rubbish in their garden, the street or anywhere else in the neighbourhood. This is an offence, and the CGA will prosecute fly-tippers wherever possible.
Anyone who notices that rubbish has been dumped in their neighbourhood should report it to our Local community services team.
